The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the current period. By day, political struggles are conducted: positive announcements are issued from multiple capitals. Significant resources is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from enemy soil, a capacity provided through current data. From vantage locations, defense planes that had been dispatched to intercept incoming guided weapons roared overhead – modern combat jets provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through partner states. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon opened up on a aerial vehicle close by, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on external assistance – a dependence that neighboring countries are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new proposal from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.

Political Considerations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is impossible to force Russia to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, American administration does minimal to deter Moscow, through statements or actions, from thinking that the situation will not shift further in its favour in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but avoiding a total frontline collapse until conditions improve in its benefit.

Current Realities

Realistically, there are no real preconditions for a truce. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
